Here is some information on the plan to implement Mandatory Mental Health Screening on all school children starting in the coming school year. Pilot programs have already been implemented in several states and the results are not positive. Lawsuits have already been filed against the schools running these programs due to abuses including the failure to obtain parental consent.
This program is real, and has been kept secret by the media for obvious reasons. Although most people involved in the screening claim they administer the tests only on students that have parental consent, the consent is usually opt-out instead of opt-in. To add insult to injury, they have not been notifying the parents and are claiming that since these parents didn't opt-out, they have therefore approved state screening of their children.
Most states have plans to implement this program, as shown by the list of states (PDF) that have made commitments to support the federal governments recommendation to screen all school children.
The federal governments plan came from recommendations made by the President's New Freedom Commission on Mental Health, which was appointed in 2002 by Bush and included many members of Big Pharma (I love how our government put names like Freedom and Patriot in front of their Soviet-era legislation). This shows a definite conflict of interest and points to the obvious; Big Pharma intends to drug America's schoolchildren to increase their profits, and the US government supports them. The plan would eventually implement mental health screening of all Americans as part of their annual physical. Funding for this program passed overwhelmingly in Congress and was supported by both political parties. Big Pharma contributes millions to both the Democrats and the Republicans.
Republican Ron Paul has attempted to stop all of these mental health screening programs from being passed in the House of Representatives, but he has lost every time. Early this year he decided to take a different approach and submitted a bill to require opt-in parental consent if these programs are to be administered in our schools. The bill would also prohibit retaliation by authorities of federal, state, and local governments against any parent who chose to opt-out. The Congressional committee reviewing this bill refuses to release it to the floor for a vote. There is currently a petition on The Liberty Committee website to force the committee to release the bill. This situation clearly shows that in spite of the "voluntary" label attached to these mental health screening programs, the government wants all school children to submit to screening and does not want parents who opt-out to be protected from retaliation.
There was a similar bill in the Senate which was blocked by Ted Kennedy, who just so happens to accept political contributions from Big Pharma.
Parental Consent Act, H.R. 181 and HR 181
Concerned parents should send an opt-out letter to the school in advance
of their children's first day in class. The best way would be to send this
letter certified mail, return receipt requested. There is at least one
documented case where the school "lost" all opt-out forms and submitted
these children to screening anyway.

Congress has recently voted to fund mandatory mental health screening
programs, which include the forced sedation of those who vary from the
government-mandated “norm.” Initially, these screening programs will be
applied to the children in our schools, but eventually all U.S. residents
will be required to participate. These programs are an assault on parental
rights, children’s rights, and the civil liberties of all Americans. It is
shocking that these programs exist in our country, that they were
intentionally hidden from the public by our government and media, and that
legislators sworn to uphold the U.S. Constitution approved this Soviet Era
invasion of privacy. This type of legislation is to be expected from
authoritarian governments, dictatorships, and police states, not from
traditional American government. Security states have used programs like
this to eliminate dissent, control independent thinking, and to force one
government view on all of a nation’s citizens. Mandatory mental health
screening programs will further erode our already weakened first amendment
free speech rights. They also violate our constitutional protections against
unlawful searches and seizures.
Congress Sells Your Parental Rights to Pharmaceutical Lobbyists
The only beneficiaries of mandatory mental health screening programs are the
pharmaceutical companies supplying the drugs that will be administered to
our children without parental consent. These are the same companies that
lobbied Washington to pass this legislation. Their interference in the lives
and welfare of our families will not be tolerated. Congress must not give
these drug dealers legal standing, nor should it endorse an American police
state.
Congress Must Vote “Yes” on the Ron Paul Amendment
Our government is not the legal guardian of America’s children; a child’s
parents fill this need. As such, we demand that our representatives vote
“yes” on the Paul amendment and deny federal funding for any form of
mandatory mental health screening program.

1. "The Paul amendment perpetuates the stigma associated with mental illness
and deters children and adults from seeking care."
Mental Health Plans implemented by governments assume that almost everyone
has a mental health disability, especially those citizens who disagree with
government policy. The United Nations, through its One World Government
supporters in congress and the executive branch, is pushing mental health
screening. It is intended to weed out those who do not think in a
“politically correct” way as well as those who dissent from
government-imposed views. Mental health screening has been used as a
political tool in Nazi Germany, Mao's China, and the old Soviet Bloc. It has
no place in America. Anyone can seek care under the current system. The Paul
Amendment assures that mental health screening and treatment will only be
applied to children with parental consent, not by the force of our federal,
state, or local governments. To those who oppose the Paul amendment because
of mental illness in their own families, screen and medicate your family,
not mine.
2. "The Administration has unequivocally stated that it will not initiate
any program of mandatory or universal screening, making the amendment
pointless"
Apparently there are still Americans that believe the lies of the Bush
Administration. It’s time for Americans to wake up. The states will
implement the programs and parents that don't go along will be charged with
child neglect and child abuse. This has already happened in states that ran
the pilot program. There are already severe violations of the new Illinois
program, and it doesn’t officially start until next week. Some Illinois
schools have already screened students without parental consent and
attorneys representing one affected family have served a Notice of Intent to
Sue to the officials involved in this scandal. Texas parents have filed a
class action lawsuit in order to gain back the parental rights that were
abolished under their version of this program, which was implemented by Bush
when he was governor of that state.
If you read the final report from the
President's New Freedom Commission on
Mental Health you will see that the parent will be involved in choosing the
treatment, the psychiatrist, and the location of the treatment facility.
Nowhere does it recommend giving the parents or child the option of refusing
either the screening or the treatment. The expectation is that one third of
all students taking the test will fail, with one half of those requiring
medication. With 52 million school children, the pharmaceutical industry,
with the support of the Bush administration and many members of congress,
already has plans to forcibly medicate 8.5 million of our children with
expensive and dangerous drugs, and the screening hasn’t even officially
started!
Groups that Support Mandatory Mental Health Screening
The corporate fascists in the pharmaceutical industry and the Bush
administration, aided by the UN indoctrinated socialists in our educational,
health-care, and congressional systems, support this disgraceful
police-state policy of mandatory mental health screening and forced sedation
of Americans. This policy is endorsed by the Bush administration through its
2002 appointment of The New Freedom Commission on Mental Health, which
included members of the same pharmaceutical companies that lobbied for its
formation. Don’t you love the way the Bush administration inserts
all-American words like “Freedom” and “Patriot” into the acts that shred the
US Constitution? The pharmaceutical industry that lobbied for mandatory
mental health screening has made regular, large donations to the Bush
administration and both parties of Congress. Federal funding will be granted
to the schools that go along with this Soviet-era policy. These facts should
send a clear message that the pharmaceutical executives, doctors, and
educators that support this screening, along with any public official who
endorses or votes in favor of this policy, put personal gain well ahead of
their concern for the rights, health, safety, and welfare of America’s
children. This corrupt group should be first in line for the screening and
medication, as these police state and One World Government advocates are
very sick people. They would be more at home in Moscow, Beijing, or any
other police state that supports this type of abuse of its citizens, because
Americans will not accept this kind of Maoism within our borders. If these
“comrades” won’t voluntarily leave America, we can at least remove the
elected officials from office and boycott the products of the pharmaceutical
companies perpetrating this assault on parental rights.
